Blogging and RSS
OK...I've been mulling a lot...the staff at my institution seem to feel that email is impersonal and resist technology. (There were nasty comments made at our staff ProD about people who broadcast emails instead of talking to people one-on-one.)
Blogging is faring much worse. I started a blog (I created the logins which were very simple) to disseminate information about sustainability topics. I emailed staff to ask them to post their curriculum links to their blogs--I got one response.
I envision blogs being used for resource sharing. Blogger is so simple to use that I think it is the way to go. I suspect that RSS may solve my problem. I'm not sure right now but I would like to have different department blog sites set up so that departments can post resources. I can imagine the resistance will be to the idea that this is "extra work" and people feel overburdened as it is.
I hope that I will be able to come up with a marketing plan!

Depending on the type of
Depending on the type of resources being shared, a blog may be overkill. If what's being shared is mostly/entirely URLs, then a social-bookmarking tool like del.icio.us makes a lot more sense -- it's faster to use.
If what's being shared is internal information that doesn't have an obvious sensitivity to time, then a wiki may make more sense than a blog.
My best advice is to keep your mind open as Five Weeks progresses. Pick the right tool for your specific job!

Since it sounds like people
Since it sounds like people at your work do not understand what technology can do FOR them, convincing them of the benefits and saved time is a great way to win supporters. People like to hear what product X can do for them, how it will save them time, and money.
